We need asap a 'database' were, giving a Part Number, we can automatically find the info of a EEE (Component Type, Appendix 1/2...)

I do not think you will get such database since it is up to you to define it for yourself. Especially since FIDES is not defined per particular component (eg. 2N2222) but rather you need to define FIDES parameters according to component you are using (eg. select electronic component (resistor, discrete, IC,...); then type of package (QFN,...) and so on.
