under what license model is the FIDES published? I couldn′t find any information about it.
Is it allowed to implement the methods and data implement from the FIDES Guide?

Dear,
The FIDES Guide is copyrighted by the companies in the FIDES Group (see page 2 of the document). So the international rules of copyright apply.
The FIDES Guide is also published by the UTE (http://www.ute-fr.com/) who sell the document. Exactly the same content, but in this case published as a French Standard and under UTE′s copyright.
The FIDES Guide is used widely in the world and some companies are already selling softwares that implement the FIDES Guide: for example ALD, BQR.
